KYIV. May 12 (Interfax-Ukraine) – The Dutch auction for the sale of the right to claim the unfinished Sky Towers complex in the center of Kyiv by the state-owned Ukreximbank did not take place due to the lack of authorized bidders.
According to the data on the SETAM website, the starting price of the lot was UAH 5.58 billion.
As reported, Sky Towers at 13 Peremohy Avenue could become the first Ukrainian skyscraper over 200 m (the design height is 214 m). The construction was carried out until 2015, but it reached 28 floors with the designed 47, after which it was stopped. According to the director of the development company Office Construction Agency, Oleksandr Demin, the object was not conserved.
The loan agreement with Ukreximbank was signed in 2007. In May 2012, KDD Group, which was in a difficult financial situation, entered into an agreement to sell the Sky Towers project and the Zazymya residential complex to American-based Cimbrorum Holdings LLC for $202.4 million. Of this amount, KDD was to receive $12 million in cash, while the remaining amount was liabilities, including $168.4 million to Ukreximbank. At the same time, the bank increased the credit line for the completion of Sky Towers to $193 million, and the Office Construction Agency acted as the borrower.
In 2019, the parties signed a financial restructuring plan, but the developer continued to default. At the beginning of 2021, the Economic Court of Kyiv satisfied the claim of Ukreximbank to recover UAH 5.95 billion of debt on a loan to finance the construction of Sky Towers from the Office Construction Agency.
According to the unified state register of legal entities and individual entrepreneurs, the founder of Office Construction Agency LLC with a registered capital of UAH 442 million is American-based Taccadero Trading Limited, David Israel is listed as the ultimate beneficiary.
Ukreximbank was established in 1992, the sole owner is the state.
According to the data of the National Bank of Ukraine, as of November 1, 2022, Ukreximbank ranked third in terms of total assets (UAH 267.423 billion) among 67 banks operating in the country.
