Destroyed housing compensation program should set realistic cost per sq m to stimulate market – expert

KYIV. May 8 (Interfax-Ukraine) – The program of compensations for housing destroyed or damaged due to the war should set a realistic cost per square meter to stimulate the primary residential real estate market, says Hanna Layevska, the commercial director of Intergal-Bud.

“The law provides for the so-called housing certificates, for which Ukrainians will be able to purchase new housing. While the process of determining the cost per square meter continues. If the government, when determining the cost per square meter, takes into account the real market situation for real estate prices, theoretically we will get a significant increase in solvent demand for housing,” she told the Interfax-Ukraine agency.

According to her, it is still difficult to predict how much compensation Ukrainians who have lost their homes will be able to count on, since before receiving a housing certificate, an assessment of the lost property is also carried out.

She recalled that the compensation program does not set criteria for real estate – Ukrainians will be able to purchase housing in any region, both in the secondary market and in new buildings.

“It is still unknown how the demand will be distributed. Considering that the share of transactions in the secondary market in the eОselia program was 70%, it is unlikely that the share of primary real estate acquired for compensation will prevail. But despite everything, this can revive the market,” she noted.

As reported, the compensation service for housing damaged during the war eRestoration is planned to be launched in Diia from May 10. As of the end of April, 363,000 applications for damaged or destroyed housing as a result of Russian military aggression were submitted through the portal.
