KYIV. Nov 2 (Interfax-Ukraine) – National Energy and Utilities Regulatory Commission of Ukraine (NEURC) has launched and published on the website a register of participants in the wholesale energy market.
As the energy regulator reported, the register has been developed and is beginning to operate to comply with the provisions of the law on REMIT (Law of Ukraine No. 3141-IX “On Amendments to Certain Laws of Ukraine to Prevent Abuse in Wholesale Energy Markets,” adopted on June 10, 2023).
As follows from the register posted on the NEURC website, at that time 15 market participants were registered in it, in particular, NPC Ukrenergo, JSC Ukrtransgaz, as well as a number of gas and electricity traders.
As Andriy Bilous, general manager of open data at DiXi Group, said, this is a new register that will significantly increase the transparency of efficiency in wholesale energy markets, and will also help protect the interests of consumers.
“The launch of the market register is one of the steps of integration with the EU, since it is a component of the implementation of the European REMIT regulation,” Bilous is quoted as saying on the Facebook group.
DiXi Group actively participated in its creation and update process with the support of the USAID Ukraine Energy Sector Transparency project.
As Olha Savchenko, a partner at Altelo the law firm, said, according to the procedure for registering participants in the wholesale energy market, all entities that are licensees of NEURC, nonresidents intending to carry out operations on the wholesale energy market by concluding derivative contracts, and consumers of electricity must register and natural gas with consumption volumes of 600 GWh per year, consumers of electricity who have acquired (intend to acquire) the status of a market participant in accordance with the Market Rules.
She said that currently, there are no provisions for collecting fines for lack of registration. However, from February 1, 2024, participants without registration will not be able to carry out transactions with wholesale energy products.
There is a phased registration for different groups of participants from November 1 to December 29, 2023.
As Savchenko explained, the stipulated registration deadlines are as follows: from November 1 to November 5, 2023, the operator of the electricity transmission system is registered; market operator; guaranteed buyer; gas storage operator; gas transmission system operator; from November 10 to 15 – operators of electricity distribution systems, including small distribution systems; gas distribution system operators; aggregators; energy storage plant operators; traders; from November 16 to 28 – electricity producers licensed by NEURC; from November 29 to December 14 – suppliers of electricity to consumers; from December 15 to 29 – natural gas suppliers.
