KYIV. May 12 (Interfax-Ukraine) – The goal of the Comprehensive Strategic Plan for law enforcement reform approved by President of Ukraine Volodymyr Zelenskyy is to ensure that every Ukrainian lives in safety, has freedom and can count on the mechanisms of justice, Prosecutor General Andriy Kostin has said.
According to the Prosecutor General’s Office (PGO) statement in the Telegram channel on Friday, the president of Ukraine approved the Comprehensive Strategic Plan for reforming law enforcement agencies as part of the security and defense sector of Ukraine for 2023-2027.
“The document was jointly developed by prosecutors, representatives of law enforcement agencies, ministries, the civil sector and international experts. They were included in an interdepartmental group specially created for this purpose on the basis of the PGO,” the department said.
“Our key task was to put the life, health, honor and dignity, rights and interests protected by law in the center of attention of the law enforcement sector, the security and defense sector of a person. Every Ukrainian must be sure that he lives in safety, has freedom and can count on mechanisms of justice. This is our main goal,” the Prosecutor General said.
According to the PGO, the plan identifies six strategic priorities that will modernize the security sector and bring it in line with the standards that Ukraine must achieve on its way to EU membership.
In particular, as explained in the prosecutor’s office, this is about the effectiveness and efficiency of law enforcement agencies and the prosecutor’s office as an integral part of the security and defense sector.
The next priority, according to the statement, is a “consistent criminal policy” the prevention of crime, the inevitability of responsibility, the protection of the individual, society and the state from criminal offenses, ensuring the interests of the victim.
The priority is “the efficiency of criminal proceedings in compliance with international standards and the rule of law.”
In addition, as noted in the PGO, we are talking about a result-oriented management system, a comprehensive digital transformation, as well as openness, transparency, accountability and independence.
