KYIV. May 4 (Interfax-Ukraine) – The Verkhovna Rada intends to increase the role of associations of agricultural producers to take into account their opinion in the formation of state agrarian policy and increase international inter-industry activity.
The adoption of the relevant European integration government bill No. 8149 on the association of agricultural producers was supported at the first reading this week by 236 MPs, the parliamentary agrarian committee reported on Facebook.
The bill proposes to introduce mechanisms for economic self-regulation of production and processing of agricultural products. Such self-regulation is carried out by the associations, which are formed with their participation and have passed the procedures for their recognition by the Ministry of Agrarian Policy.
It is indicated that the document will improve the quality of state regulatory policy in the agricultural sector by involving representatives of associations of agricultural producers with a representative status (representing the majority of participants in the relevant product market) in the formation of state policy, taking into account their opinion when adopting regulatory acts.
The bill will create legislative prerequisites for reducing the volume of state regulation of the agricultural sector by delegating the associations, which have a representative status, part of the functions of state regulation of activities in the agricultural sector, the committee also notes.
According to the parliamentarians, the measures taken will stimulate the development of international cooperation by creating an opportunity for associations of agricultural producers to join international (transnational) organizations of producers, their associations and intersectoral organizations.
The bill was developed as part of the implementation of Ukraine’s European integration obligations in the agricultural sector, in particular Regulation of the European Parliament and the Council of the EU No. 1308/2013 of December 17, 2013 and Delegated Commission Regulation (EU) 2016/232 dated December 15, 2016 regarding the Action Plan for the implementation of the Association Agreement.
