KYIV. May 9 (Interfax-Ukraine) – The Cabinet of Ministers of Ukraine has divided the purchased defense products into two groups during the martial law, Prime Minister Denys Shmyhal has said.
“We continue to change approaches to the purchase of defense products. During martial law, they will be divided into two groups,” Shmyhal said following the Tuesday government meeting.
According to him, the first group includes weapons, equipment and other defense products, information on the purchase of which will remain closed.
“The second group is, in particular, food products for our army. Now the customer will publish announcements of such a purchase in advance, and this announcement will include information on approximate volumes, conditions and terms of delivery. Procurement reports will be also published in the electronic system if they have been concluded without an electronic system,” Shmyhal said.
Representative of the Cabinet of Ministers in the Verkhovna Rada Taras Melnychuk said in Telegram the procedure for determining the subject of procurement when purchasing food products, services for providing food kits, catering services for the personnel of the Armed Forces of Ukraine has been approved.
The list of information that is included in the purchase announcement is also defined.
In addition, it provides for the possibility of purchasing goods, works and services by public customers (except for the purchase of goods, works and services for defense purposes constituting a state secret, as well as the purchase of weapons, military and special equipment, ammunition and their components and services for the development, repair, modernization of weapons, military and special equipment, ammunition and their components) in the procedure for conducting simplified procurements, defined by the law On public procurement, in the electronic procurement system.
