KYIV. Sept 1 (Interfax-Ukraine) – JSC Ukrainian Defense Industry (the legal successor of the state concern Ukroboronprom) approved the Strategy for Preventing, Detecting and Combating Corruption for 2023-2024, within which the process of personnel appointments will be unblocked and consolidated purchases of non-military goods at ProZorro will begin.
“We developed a strategy, agreed with the NACP (National Agency on Corruption Prevention). We are very grateful to everyone who joined the creation. We took into account almost all the recommendations that were given in the new version of the strategy,” Herman Smetanin, General Director of Ukrainian Defense Industry, said at the presentation of the strategy on Friday.
He specified that the document was approved by his order on August 26. As part of the implementation of the document, a commission will begin to work, authorized to recommend the heads of enterprises and employees for the administrative structure of the company, which will allow unblocking the process of personnel appointments.
“The second month after my appointment is expiring, and I have not yet signed a single contract for the appointment of leaders,” Smetanin explained.
According to him, the commission will include representatives of the Ministry of Defense, the Ministry of Economy, the Ministry of Strategic Industries, representatives of the Defense and Security Committee, embassies, and public organizations.
“Competitions will be open so that no one even has the thought that there will be some gray areas for the appointment of leaders,” Smetanin emphasized, noting that an order had already been signed to conduct a competitive selection for the heads of the first five enterprises.
As part of the strategy, the company plans to begin consolidated purchases of everything necessary for the enterprises that are part of it, on ProZorro.
“Procurements that do not relate to production activities, repair, modernization of equipment will be carried out centrally. We will not do this for military positions, spare parts solely for security reasons,” Smetanin said.
