Ukraine needs to set up National Restoration Fund – opinion

KYIV. Nov 3 (Interfax-Ukraine) – Ukraine needs to establish a targeted National Fund that will operate on a permanent basis during the whole period of the war to ensure transparent and accountable restoration, Head of the Verkhovna Rada Committee on State Building, Local Governance, Regional and Urban Development Olena Shuliak (the Servant of the People faction) said during a forum on financing for the restoration of Ukraine on Thursday.

“The essence of establishing such a Fund lies, first of all, in effective management of financing which our country receives from international partners for restoration needs. The grants and loans from the EU, foreign governments, international organizations and donor institutions – all of this could be used as sources of revenue to the Fund. Everything except for the sanctioned and seized Russian assets. Without them, we will be unable to ensure integrity and sustainability of the Fund,” she said.

The MP also noted that the Fund should be established at the level of the Budget Code of Ukraine as a full analogue of similar specialized funds which have proven their effectiveness in the past.

“The National Restoration Fund could be a part of the national budget and comply with all general rules and requirements of the budget legislation,” Shuliak said.

According to her, additional level of transparency could be ensured through the use of digital tools of the DREAM system.
