KYIV. Nov 3 (Interfax-Ukraine) – The creation of a Unified Public System for Registration and Identification of Pets will simplify the movement of animals within the European Union, as well as facilitate the fight against their diseases, in particular rabies, Deputy Chairperson of the State Service of Ukraine for Food Safety and Consumer Protection Olha Shevchenko has said.
“Identification of pet cats and dogs is a requirement of the legislation of the European Union. Today, in the EU countries there is no Unified Register of Animals at the national level. Therefore, Ukraine will actually become the flagship in this direction,” she said at a briefing on the creation of the unified public register of pets.
As noted in the press service of the Ministry of Agricultural Policy and Food following the briefing, the identification and registration of pets is one of the EU norms that will make it easier for Ukrainians to travel abroad with pets through the introduction of digital analogues of identification documents – an electronic pet passport. At the same time, all international standards will be observed.
In addition, the creation of such a public register is part of planning the fight against rabies. This is especially important given the risks that the number of stray animals in Ukraine due to the full-scale invasion of Russia is increasing every day, which creates challenges for the sanitary and veterinary situation in cities and increases the load on animal shelters.
In this regard, animal protection organizations and veterinary associations are constantly asking for the creation of a unified public system for registration and identification of pets, Deputy Minister of Agrarian Policy and Food for Digital Development, Digital Transformation and Digitalization, Denys Bashlyk said, commenting on the situation.
It will be possible to register an animal in the public register free of charge and voluntarily from a public or private veterinarian at any time after its launch, which will be announced further by the Ministry of Agrarian Policy. To fill it out, it is also planned to create a separate option in Diia, where veterinary passports will be located.
The project was created on the initiative of the Ministry of Agrarian Policy and Food of Ukraine and the State Service of Ukraine for Food Safety and Consumer Protection and is carried out with the participation of the Ministry of Digital Transformation of Ukraine.
On November 3, the Cabinet of Ministers approved a resolution on the launch of the unified public register of pets – dogs and cats. It will contain information about the number of animals in Ukraine, their vaccination, veterinary passport data and information about the owner or holder.
