KYIV. Nov 7 (Interfax-Ukraine) – The Ministry of Justice of Ukraine filed a claim with the High Anti-Corruption Court (HACC) for the application of a sanction involving the recovery of assets belonging to the Russian HMS Group (formerly Hydromashservice) and its main co-owners – Vladimir Lukyanenko and his son Vladimir (a citizen of the Russian Federation), as well as to a citizen of the Russian Federation German Tsoi, who are already under sanctions from Ukraine.
“On November 6, 2023, the Ministry of Justice of Ukraine filed a claim with the High Anti-Corruption Court seeking for the application of the sanction provided for in paragraph 1-1 of part 1 of Article 4 of the Law of Ukraine “On Sanctions,” the ministry said in a statement on its website.
The defendants have a decisive influence on the activities of a group of enterprises – manufacturers of pumping equipment for the oil and gas complex, energy, housing and utility services and water management, including in Ukraine and the Russian Federation.
“The defendants also help ensure the uninterrupted functioning of the military-industrial complex of the aggressor country in the conditions of waging an aggressive war on the territory of Ukraine by paying taxes to the state budget of the aggressor country in significant amounts and supplying funds for the repair of military and special equipment in favor of military units and enterprises of the Russian Federation,” the Ministry of Justice said.
Among the third parties who do not make independent claims on the defendant’s side, according to the Ministry of Justice, are the Sumy plant Nasosenergomash (more than 90.6% is owned by Naftech Pump Ltd. registered in Cyprus, the new name is H.M.S. Capital Limited, the ultimate beneficiary of which is Vladimir Lukyanenko-Jr). The seized shares of Nasosenergomash were transferred to the management of Asset Recovery and Management Agency (ARMA).
In addition, among the third parties are JSC Sumy Machine-Building NPO (owner of more than 83.9% is Cyprus Repenio Holding) and JSC Sumy Machine-Building NPO-Engineering (100% by Repenio Holding), subsidiary Drill Collars and Kellys Plant (100% belongs Alveron Holding Limited).
