Dec 4 (Interfax-Ukraine) – Sanctioned assets will be sold through online auctions in the state electronic trading system ProZorro.Sale, the corresponding procedure for managing sanctioned property was approved by the Cabinet of Ministers of Ukraine upon the proposal of the Ministry of Economy at the end of November 2023.
“The government is consistently introducing best practices for managing state assets through their sale at transparent and competitive electronic auctions,” Deputy Minister of Economy Oleksiy Sobolev commented on the adopted document.
According to him, the Procedure creates a comprehensive legislative framework for managing various types of assets associated with the aggressor country, and also increases the confidence of potential investors in the public property management system and helps attract long-term investments, which is a priority for the coming years.
The Ministry of Economy recalled that the government approved such a decision in pursuance of Law 3137-IX, in force since June of this year, which amended the sanctions legislation, and now the law and procedure determine the procedures for the sale of recovered sanctioned property – assets owned by residents of states carrying out armed aggression against Ukraine.
According to these documents, the organizer of electronic trading for the sale of sanctioned property in the ProZorro.Sale system will be the State Property Fund (SPF), and the money from its sales and rentals will go to the accounts of the Fund for Eliminating the Consequences of Armed Aggression.
“The State Property Fund has been selling state property at online auctions in the ProZorro.Sale system for more than five and a half years, and during this time the state budget received almost UAH 12 billion. The sale of sanctioned property through ProZorro.Sale will also allow for their transparent and competitive management in favor of the state,” Serhiy But, CEO of ProZorro.Sale, said.
He recalled that today there are already decisions made by the Cabinet of Ministers on the sale of seized assets managed by ARMA, as well as confiscated Russian assets, in the ProZorro.Sale system.
It is clarified that participants in auctions for the sale of sanctioned property will be able to participate in them by registering through one of the platforms accredited in the ProZorro.Sale system, the current list of which is always available on the website prozorro.sale, where all information on online auctions for sale of sanctioned assets will be published.
