MTIBU ups payments from Victim Protection Fund by 12.8%, reducing their number by 16.4%

KYIV. Nov 15 (Interfax-Ukraine) – In July-September 2022, the Motor (Transport) Insurance Bureau of Ukraine (MTIBU) made 1,400 payments from the Bureau’s Victim Protection Fund, which is 16.4% less than in the same period a year earlier, for a total of UAH 68.3 million (12.8% more), according to a press release from the Bureau.

The largest number of payments (70%) were made for damage caused by owners of unsecured vehicles (those who caused an accident without a valid OSAGO policy) – 920,000 payments in the amount of UAH 45.8 million. The number of payments under this item compared to the same period last year remained almost unchanged (0.2% up), while the amount of payments increased by 14.5%.

For the first time in a long time, the number of payments made for drivers of privileged categories has significantly decreased by 33.2% in terms of number and by 4.2% in amount. The share of such payments is about 15%.

In July-September, the MTIBU paid out about UAH 2.4 million for OSAGO obligations of insurers declared bankrupt. This amount is 70% less than for the corresponding period last year, due to the reduction in the number of such companies.

For obligations of companies that ceased operations in the OSAGO market, but had not yet been declared bankrupt in the manner prescribed by law, payments were made by returning the basic guarantee fee of such insurers to the MTIBU fund in the amount of UAH 9 million.

Payments for damage caused by an unidentified vehicle remain minimal – UAH 800,000.

"The decrease in the number of payments from the Bureau’s guarantee funds as a whole corresponds to the reduction in the OSAGO segment as a result of the war. At the same time, we see that the average size of the regulatory payment has increased, which may indicate both a greater severity of accidents (the Ministry of Internal Affairs does not currently provide up-to-date accident statistics), and an increase in the cost of restoring a car due to inflation and the devaluation of the national currency. I advise recipients of payments from the Bureau’s guarantee funds to use electronic means of communication. As always, the Bureau is working on both regular mail and a box for personal receipt of documents, however, it is electronic communication channels that speed up and simplify the processing of payment cases as much as possible," Volodymyr Shevchenko, General Director of MTIBU, is quoted in the press release.
