Four pilot regions of Restore House project have about 1,000 potential participants – acting minister

KYIV. Nov 30 (Interfax-Ukraine) – About 1,000 potential members-homeowners’ associations are located in four regions, where a pilot program VidnovyDim (Restore House) of the Energy Efficiency Fund for the restoration of war-damaged houses is being launched, the acting Minister of Development of Communities and Territories of Ukraine, Vasyl Lozynsky, has said.

"At this stage, we decided to focus on four regions: Kyiv, Zhytomyr, Sumy and Chernihiv. In general, about 3,000 residential buildings were damaged in these regions, of which about 1,000 with homeowners’ associations. In fact, this is 1,000 of our potential applicants who can become program participants," Lozynsky said at the presentation of the VidnovyDim program in Kyiv on Wednesday.

According to him, the program offers full refunds for the repair of damaged buildings. The application of participants is considered for 15 days, after which an advance payment of 70% of the total amount is paid. After completion of works, the remaining 30% is paid within 15 days. Thus, work on the first applications will begin in the middle of December, Lozynsky said.

"The Energy Efficiency Fund has already proven that it operates with transparent mechanisms. Homeowners’ associations is just the mechanism where there is a process of making legal decisions, therefore, it is homeowners’ associations which are the beneficiaries of our program," Yulia Sabatiuk, head of the Supervisory Board of the Energy Efficiency Fund, said.

According to Ambassador of the European Union to Ukraine Matti Maasikas, in addition to EUR 5 million provided for the pilot project, the program received grant funding from the EU in the amount of up to EUR 25 million. The agreement between the Energy Efficiency Fund, the EU and the International Finance Corporation (IFC) was signed on November 28.

As reported, the Energy Efficiency Fund of Ukraine received about 25 applications from homeowners’ associations for participation in the pilot program in the first week since the opening of the VidnovyDim program.
