NEURC, as part of implementation of EU legislation, approves procedure for certification of UGS operator

KYIV. Dec 14 (Interfax-Ukraine) – The National Energy and Utilities Regulatory Commission of Ukraine (NEURC) approved the certification procedure for an operator of gas storage facilities, which is JSC Ukrtransgaz in Ukraine.

The corresponding decision was made at a meeting of the regulator on Tuesday, after which it will be made public on the website for making proposals for final approval.

The procedure determines, in particular, the list of documents, data and information provided by the enterprise submitting a request for certification, and the certification procedure.

According to the rationale for the draft resolution, Ukraine, as a party to the Energy Community, must implement the norms of European legislation, in particular Regulation 2022/1032 of the European Parliament and of the Council of June 29, 2022. According to them, among other things, it is required for each Member State to ensure certification of the operator of gas storage facilities with the participation of EU authorities in order to comply with the requirements for the prevention of risks to the security of the natural gas supply.

According to the regulation, the certification body must make every effort to issue a draft decision on certification of storage system operators before January 1, 2023.

As reported, in July 2022, JSC Ukrtransgaz, acting as the operator of Ukrainian UGS facilities, announced that it had begun preparations for certification for the use of the capacities of its underground facilities by the EU countries, noting that Ukraine, as a member of the Energy Community, is ready to offer up to 10 billion cubic meters of its capacity for gas storage by EU countries.
