New law on urban planning reform actually kills influence of local authorities on development – expert

KYIV. Dec 27 (Interfax-Ukraine) – Bill No. 5655 on the reform of the urban planning sector significantly reduces the influence of local authorities on urban development, Chief Architect of Lviv Anton Kolomeitsev has said.

"The new law significantly reduces, and in fact completely kills, the influence of local authorities on development. Controlling functions will be transferred to private hands. You heard right: in the new law, under the sauce of fighting corruption, control from the municipality is simply thrown into the hands of developers," he wrote in Facebook.

According to him, the norms of the law will lead to the leakage of young specialists in the field of architecture abroad.

Kolomeitsev said that the authorities should pay attention to the number of opponents of the bill among the professional society and representatives of local government.

"I think that if the authorities of so many cities in Ukraine are calling for not to give effect to this law, it is worth paying attention to. It is worth paying attention to the opinion of many young professionals and simply conscious citizens who expressed clear dissatisfaction with the record-breaking petition on the president’s website for the time of independence," the architect said.

As reported, on December 13, the Verkhovna Rada adopted at the final reading bill No. 5655 on reforming the urban planning sector. A total of 228 deputies backed it. A petition demanding that the bill be vetoed has gained more than 25,000 signatures and is awaiting consideration by the president.

Earlier, on December 1, 2022, the bill was withdrawn from consideration by Parliament. The Association of Ukrainian Cities, mayors of cities, the National Agency on Corruption Prevention (NACP), the Ministry of Culture and Information Policy, the National Union of Architects of Ukraine insisted on its revision.
