State budget spending in Dec grows to record UAH 408.8 bln – Finance Ministry

KYIV. Jan 3 (Interfax-Ukraine) – Cash expenditures of the state budget of Ukraine in December reached a record – UAH 408.8 billion compared to UAH 312.7 billion a month earlier, including the general fund – UAH 330.5 billion and UAH 260.5 billion, respectively, the Ministry Finance said on Tuesday, citing operational data from the State Treasury.

According to the ministry, in general, in 2022, state budget expenditures reached UAH 2.702 trillion, including UAH 2.410 trillion for the general fund, which is 91.7% more than in 2021, but 7.8% less than the budget schedule.

A significant increase in spending in December, with a decrease in the deficit to UAH 101.3 billion from UAH 163.3 billion in November, was achieved by receiving about $3.8 billion, or UAH 138.4 billion of grant assistance, accounted for as receipts.

According to the Ministry of Finance, in general, for 2022, the general fund of the state budget received UAH 1.491 trillion, of which grant funding amounted to UAH 480.6 billion, while in 2021 revenues amounted to UAH 1.084 trillion.

As a result, the state budget of Ukraine last year had a deficit of UAH 911.1 billion, including UAH 909.5 billion for the general fund, while in 2021 the deficit of the general fund of the state budget of Ukraine amounted to UAH 166.8 billion.

State borrowings amounted to UAH 1,261.1 billion, of which UAH 400 billion by the National Bank and UAH 564.2 billion are external loans.

The government of Ukraine announced back in the spring that it estimated the monthly budget deficit caused by the war at about $5 billion, or UAH 183 billion at the current exchange rate in 2022. December was the first month when such an amount was raised from external sources. For 2023, it is planned to reduce the deficit to $3-3.5 billion.

Excluding grant financing, receipts of the general fund of the state budget in December decreased to approximately UAH 90.8 billion from UAH 94.4 billion in November.

The Ministry of Finance said that the value added tax (VAT) on goods produced in Ukraine in December brought UAH 17.5 billion compared to UAH 12 billion in November, but the VAT refund decreased to UAH 8.1 billion from UAH 13.6 billion.

Import VAT, the benefits for which were canceled from the beginning of July, added another UAH 29.3 billion to the budget (in November it was UAH 26.8 billion), personal income tax and military tax brought UAH 17.7 billion (UAH 13.7 billion), royalty for the use of subsoil – UAH 9.6 billion (UAH 5.8 billion); while corporate income tax fell to UAH 2 billion (UAH 23.6 billion).

In general, last year import VAT brought the budget UAH 253 billion (a year earlier it was UAH 380.7 billion), VAT on goods produced in Ukraine added UAH 213.9 billion (UAH 155.8 billion), while VAT refunds fell to UAH 84.6 billion (UAH 159.7 billion), personal income tax and war tax – UAH 148.4 billion (UAH 137.6 billion), corporate income tax – UAH 117.0 billion (UAH 147.8 billion), rent for the use of subsoil – UAH 81.0 billion (UAH 75.6 billion),

Another UAH 78.9 billion was received as excise tax and UAH 21 billion in the form of import and export duties.

Single social security contributions received by the Pension Fund and social insurance funds in 2022 amounted to UAH 425.3 billion compared to UAH 349 billion a year earlier.
