KYIV. May 9 (Interfax-Ukraine) – The municipal enterprise Elektroavtotrans of Ivano-Frankivsk City Council has canceled the tender for the purchase of 15 new low-floor 12-meter buses for the expected amount of UAH 140 million.
According to ProZorro, the customer made such a decision on May 4 due to the lack of further need for the purchase of goods. Until May 15, the period for challenging the decision lasts.
As reported, on March 28, Elektroavtotrans announced tenders for the purchase of 15 large buses by the end of 2023 with a 50% advance payment, the disclosure of proposals was originally scheduled for April 6.
At the same time, the potential bidder – Etalon Trading House – which sells buses manufactured by Chernihiv Automobile Plant, appealed the discriminatory, in its opinion, tender conditions to the Antimonopoly Committee (AMCU). In particular, the complaint noted that only the Electron A185 bus (manufactured by the Lviv concern Electron) meets all the conditions of the tender documentation, which “is a direct violation of the principles of public procurement.”
The AMCU ordered the customer to make changes to the tender documentation, and on May 1, it announced the changes, extending the deadline for submitting proposals until May 8, but then decided to cancel the auction.
