Agrarian Ministry proposes to Cabinet to allow reinsurance of grain carriers abroad against war risks

KYIV. Dec 30 (Interfax-Ukraine) – First Deputy Minister of Agrarian Policy and Food Taras Vysotsky proposed to the Cabinet of Ministers of Ukraine to allow Ukrainian insurance companies to pay foreign companies for reinsurance of war-related risks for ship owners, one of the three policies required for maritime transportation.

According to the website of the ministry, Vysotsky proposed to allow foreign reinsurance of war risks at a meeting of the interdepartmental coordinating council.

The agency stressed that such a measure is necessary due to the refusal of the Insurers Club (an association representing the interests of almost 90% of the world’s insurance companies) from January 1, 2023 to cover war risks in the region of Ukraine, Russia, Belarus and Moldova. It is clarified that from the new year they will not be subject to the extension or conclusion of new agreements in terms of damage caused as a result of hostilities.

In addition, during the meeting, the possibility of two drivers traveling abroad on one cargo vehicle at the same time was discussed, since now only one driver can do this. This measure will speed up the movement of Ukrainian goods across the EU and increase the volume of traffic.

The ministry clarified that following the discussion, the council members supported the need to amend the rules for crossing the state border by citizens of Ukraine. The corresponding draft government resolution will be prepared by the Ministry of Infrastructure, taking into account the proposals of the Ministry of Agrarian Policy and other interested departments.

Among other topics that were considered at the meeting of the coordinating council were amendments to the rules for the carriage of containers by rail, improving the algorithm for forming a queue for passing the JCC inspection (namely, ensuring the synchronization of port operators’ plans with the passage of ships from the Dardanelles and the Bosphorus), a launch of a biosecurity laboratory in the city of Reni (Odesa region).
