Berlin conference clarifies 'financial Ramstein' roadmap – IMF Alternate Executive Director Rashkovan

KYIV. Oct 31 (Interfax-Ukraine) – The International Expert Conference on the Recovery, Reconstruction and Modernization of Ukraine held on October 25 was a good continuation of the conference held in Lugano early July and clarified the roadmap for launching a financial and economic platform for coordinating donors and partners – a kind of "financial Ramstein", Alternate Executive Director at the International Monetary Fund (IMF) Vladyslav Rashkovan has said.

"Everything is agreed – and this is the difference with Lugano… There is an agreement on the creation; there is an understanding of the timing and focus: two horizons – Immediate needs/budget support; recovery and rebuilding… And moreover, the launch roadmap is clear," he wrote on Facebook.

According to him, this concerns three levels of coordination. At the first – political/ministerial – "G7 finance ministers + heads of international institutions (IMF, World Bank, European Bank for Reconstruction and Development (EBRD), European Investment Bank) + Prime Minister of Ukraine + OECD + at the following stages: G7+ countries including large non-EU countries."

The political level led by the EU and the United States meets four times a year; Rashkovan added.

He said that at the operational level, deputies and "Sherpas", who in some countries need to be re-appointed, together with representatives of international institutions and Ukraine will meet every two weeks.

"In fact, this is an expansion and repurposing of the existing EC-IFI platform… The IMF and the European Commission are the coordinators and the secretariat. The IMF provides a macro framework," the Alternate Executive Director of the IMF said.

According to him, the third level already exists – these are G7 ambassadors and representatives of international institutions in Ukraine.

Rashkovan said that at the Lugano Ukraine Recovery Conference, the issue was raised, but not agreed upon.

"Now it has been agreed, but not yet resolved. Let’s see when and how it will be resolved. But now I am much more optimistic than I was after Lugano. But no one said that the work has already been done… There is a lot of work for everyone," he said.
