By KYIV. Dec 19 (Interfax-Ukraine) – Members of the urban coalition Ro3kvit are concerned about the adoption of the draft law on reforming the urban development sector (No. 5655) and see significant risks for the transparency of the industry in it.
"The hasty adoption of this bill, despite the strong objections of many experts and representatives of local government, is a mistake. This will cause serious concern to the international community and undermine the trust and unity necessary for the rapid and effective post-war reconstruction of Ukraine," Ro3kvit said on Facebook.
According to the architects and urbanists of the coalition, this bill weakens the exclusive competence of communities to dispose and control the use of land, which is provided by the European Charter of Local Self-Government. At the same time, Ukraine, as a candidate for EU membership, must adhere to the values of inclusiveness and transparent governance.
"We call on the president to veto this law, and all involved parties to return to an inclusive and constructive discussion of urban reform," the message says.
Ro3kvit is a network of organizations and specialists in the field of urban and regional planning, housing, cultural heritage and related industries, organized by the public organization of the Kharkiv School of Architecture "Architectural Education," which are engaged in the creation of a methodology for the restoration of infrastructure and the urban environment of Ukraine.
