Digitization of construction sector to become safeguard against corruption – Infrastructure minister

KYIV. Dec 13 (Interfax-Ukraine) – The digitalization of the construction sector, provided for by bill No. 5655, will become a safeguard against corruption, Deputy Prime Minister for Restoration, Minister for the Development of Communities, Territories and Infrastructure Oleksandr Kubrakov has said.

"We must change the approach to recovery. After all, most of the questions people have now are about the fairness and honesty of future recovery, safeguards against corruption. I believe that digitalization of processes and the ability to choose control and inspection bodies, both among private and public institutions, could become such a safeguard," the Deputy Prime Minister was quoted in a press release.

In addition, the bill automates decision-making in the field of urban planning based on data verification algorithms in cadastre registers, removing officials from the process, Deputy Prime Minister, Minister of Digital Transformation Mykhailo Fedorov said.

According to the press release, the bill takes into account all the comments of the National Agency on Corruption Prevention (NACP).

The Ministry of Infrastructure also commented on the statement of the Association of Ukrainian Cities (AUC), which opposed the adoption of the bill.

Commenting on the statement of the AUC on the creation by the bill of conditions for the monopoly centralized admission of builders to the market, the ministry said that the purchase of admission is impossible thanks to the electronic system, and the State Inspectorate for Architecture and Urban Planning of Ukraine remains the licensing body.

The ministry also said that private control over construction will exist in parallel with the public, and not replace it. Complex infrastructure projects, projects ordered by the state or local governments, and cultural heritage sites of national importance remain under the control of the State Inspectorate for Architecture and Urban Planning.
