Draft state budget 2024 provides UAH 12.5 bln of funding for Ministry of Reconstruction, UAH 26.3 bln for Reconstruction Agency

KYIV. Sept 15 (Interfax-Ukraine) – The draft state budget for 2024 provides UAH 12.5 billion for the Ministry for Communities, Territories and Infrastructure Development (Ministry of Reconstruction), and UAH 26.3 billion for the State Agency for Restoration and Infrastructure Development.

The document was published by MP Yaroslav Zhelezniak on his Telegram channel on Friday.

According to the bill, it is proposed that UAH 2.4 billion will be allocated for the Ministry of Reconstruction, UAH 147.8 million for the State Architecture and Construction Inspectorate for 2024. The state budget allocates UAH 47 million for the creation of the Urban Planning Cadastre.

The project provides for an increase in the charter capital of the State Fund for the Promotion of Youth Housing Construction by UAH 23.9 million, and providing it with financial support of UAH 6.1 million. UAH 5.8 million is provided for partial compensation of interest rates on mortgage loans to young families.

For the implementation of the Housing Repair for People’s Empowerment Project (HOPE), it is proposed to allocate UAH 82.8 million in the state budget, and UAH 248.4 million as a subvention to local budgets.

It is planned to allocate UAH 9 billion for subventions to local budgets, of which UAH 4.5 billion will be allocated for the implementation of projects within the framework of the Ukraine Recovery Program; UAH 2.3 billion – for the implementation of projects within the framework of the Emergency Loan Program for the Reconstruction of Ukraine; UAH 519.5 million – for the restoration of critical infrastructure facilities as part of the implementation of the Second Urban Infrastructure Project together with the International Bank for Reconstruction and Development (IBRD).

In addition, the draft state budget proposes to allocate a subvention of UAH 722 million for the continuation of the third metro line in Kharkiv and UAH 549 million for the completion of the construction of the metro in Dnipro.

At the same time, the draft lacks funding from the State Regional Development Fund.

The draft state budget 2024 also provides for financing of UAH 759.2 million to the State Fund for Decarbonization and Energy Efficient Transformation from a special fund. UAH 90.2 million is allocated for the energy efficiency of public buildings.

In addition, UAH 155.4 million is provided for the development of the water supply and drainage system in Mykolaiv.

The State Agency for Tourism Development could receive UAH 23.1 million.

Of the funds provided in the draft state budget for financing the Reconstruction Agency, UAH 23 billion are intended to fulfill debt obligations on loans for the development of a network of public roads; UAH 3.1 billion – for the implementation of infrastructure restoration projects under the Support for Ukraine Fast Recovery program.

As reported, earlier on Friday the government approved the bill “On the State Budget of Ukraine for 2024.”
