KYIV. Dec 1 (Interfax-Ukraine) – The eRecovery compensation program for repairs can be expanded to legal entities, in particular to condominium associations, whose efforts restored not individual apartments, but apartment buildings.
This was announced by Chairman of the Verkhovna Rada of Ukraine Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, Olena Shuliak, during a working visit to a housing facility in Irpin, which is now being restored by its residents.
According to her, the issue of restoring damaged or destroyed apartment buildings, which their residents restore on their own, is still urgent.
“The case of the Dub-Ok condominium, a high-rise building located in the city of Irpin in Kyiv region, is very indicative. Its residents independently restore engineering communications, public places and even the facade of the house. These are millions of hryvnias of their own funds and the state should not stand aside. Such citizens also deserve compensation,” Shuliak said.
On March 5, 2022, this high-rise building was hit by an enemy shell, as a result of which its top floor was almost completely destroyed and the gas pipeline was damaged, after which a fire broke out that lasted four days.
“After this, the building became completely uninhabitable. We’re not even talking about individual apartments. We’re talking about destroyed utilities, sewers, the roof, windows, ceilings and even the facade. As a result of a shell hit, a huge crack formed on it, because of it we could have simply lost our house. In order not to waste time, we were forced to save it ourselves,” Volodymyr Husak, chairman of the board of Dub-Ok condominium, said.
During the process of restoring the house, a number of problems arose. Not all residents had the opportunity to allocate the necessary amount to start work (from UAH 100,000 from each apartment). They had to change the contractor because the one chosen turned out to be dishonest. In this regard, Husak voiced his wish to create a state register of contracting organizations in Ukraine, which would ensure state control of relevant activities and certain guarantees of the quality of work performed.
According to Shuliak, the issue of creating an appropriate register has been discussed in Ukraine for several years now; the first effective development in this direction could be a database of contractors who are currently collaborating on restoration projects. As of November 17, there are about 4,400 companies or individual entrepreneurs that provide construction or repair services and sell construction materials.
