By KYIV. Sept 15 (Interfax-Ukraine) – The government intends to direct funds intended for the State Road Fund to the general fund of the state budget in order to increase revenues for the security and defense sector and the development of the military-industrial complex, the press service of the Ministry of Finance reported.
The corresponding changes are contained in the draft law of Ukraine on amendments to Section VI of the Budget Code in relation to providing support for the defense capability of the state and the development of the military-industrial complex, which the Cabinet of Ministers approved on Tuesday.
“Amendments to the Budget Code provide for the transfer in 2024 to the general fund of the state budget in full of revenues, which are the sources of formation of the State Road Fund (the predicted volume is UAH 95.2 billion),” the report states.
It also provides for the transfer to a special fund of the state budget from October 1, 2023 to December 31, 2024, of revenues from taxation of income in the form of cash support, awards and other payments received by military personnel, police officers, privates and management personnel, which is paid in accordance with the Tax Code on the relevant territory of Ukraine (the projected volume from October 1, 2023 to the end of the year is UAH 25.8 billion and in 2024 – UAH 93.7 billion).
These revenues will be distributed between the administration of the State Service of Special Communications and Information Protection (50%) for the purchase of special equipment and the Ministry for Strategic Industries of Ukraine (50%) for the implementation of state target programs for the reform and development of the military-industrial complex, development, mastering and developing new technologies, increasing production capacity for the manufacture of defense products.
The State Road Fund accumulates funds for the construction, reconstruction, repair and maintenance of highways of state and local importance. In addition, its funds partially finance the War Risk Insurance Fund for Ships.
