Govt to ease blocking of VAT invoices – Hetmantsev

KYIV. Nov 22 (Interfax-Ukraine) – The government has decided to make several changes to solve problems with the blocking of invoices after the meetings of the relevant parliamentary committee with business representatives, experts and the Ministry of Finance, head of the committee Danylo Hetmantsev said.

"As you know, in October the government supported a proposal of the Ministry of Finance to change the algorithms for blocking tax invoices by amending Cabinet of Ministers’ Resolution No. 1165. In this regard, the number of blocked invoices has doubled," he described the problem on his Telegram channel on Monday.

According to him, the number of blocked invoices amounted to 1.63% in November, while in September they were half as much – 0.8%.

Hetmantsev noted that he understands how painful this issue is for businesses, which in these times continue to work and honestly pay taxes.

"Therefore, at the committee, at the request of business, we have already held several meetings with business representatives, experts and the Ministry of Finance as the initiator of changes to improve the system for blocking tax invoices in the direction of mitigating criteria," the head of the committee specified.

He said that the corresponding changes should be submitted by the Ministry of Finance this week.

As reported, in recent weeks, business representatives have said that the problem with the blocking of tax invoices by the State Tax Service has become critical, citing significantly higher rates of blocked invoices. In particular, the Union of Ukrainian Entrepreneurs called on President of Ukraine Volodymyr Zelensky to resolve these problems.
