KCBW claims UAH 1.4 bln debt of Ukrzaliznytsia, threat to state orders

KYIV. Jan 11 (Interfax-Ukraine) – PJSC Kriukov Car Building Works (KCBW) declares that it is impossible to complete a state procurement order for the construction of 100 passenger cars due to a debt of Ukrzaliznytsia in the amount of UAH 1.4 billion for cars delivered in 2021-2022.

"As of January 10, 2023, Ukrzaliznytsia failed to pay KCBW for 66 passenger cars out of 85 delivered. The debt for part of the deliveries in 2021 [the debt is overdue by 13 months] and for entire 2022 has not been repaid," the enterprise said on Facebook.

According to it, at the end of 2022, the debt amounted to UAH 1.483 billion including VAT, however, on December 30, Ukrzaliznytsia paid only one of 13 payment orders for UAH 82.85 million including VAT, which allowed KCBW to pay only taxes for delivered cars.

The plant indicated that due to a shortage of working capital it could not purchase components for the assembly of the remaining 15 cars under the state procurement order, and also suspended production of freight cars, maintenance and repair of passenger rolling stock supplied to Ukrzaliznytsia earlier.

In addition, KCBW did not pay for components more than 15 related enterprises from Kharkiv, Kyiv, Zaporizhia, Sumy and Mykolaiv regions with almost 50,000 employees, which is why a number of them go into idle time, the report says.

The plant added that due to such a debt, it had difficulties with paying off wage arrears and purchasing energy for heating the Kremenchuk micro-district with a population of 60,000 people.

According to the report, Head of the KCBW Supervisory Board Volodymyr Prykhodko appealed to Deputy Prime Minister for Reconstruction of Ukraine – Minister for Development of Communities, Territories and Infrastructure Oleksandr Kubrakov, Minister of Finance Serhiy Marchenko, and Head of the Poltava Regional State Administration Dmytro Lunin with a request to involve the Cabinet of Ministers and the President of Ukraine in resolving the issue of repayment debts of Ukrzaliznytsia.

The plant states that Ukrzaliznytsia’s 2023 financial plan does not provide for funds to pay off the debt to the plant, and it is also afraid of penalties for violating the state procurement order.
