Ministry of Reconstruction increases number of notaries to work with housing certificates

KYIV. Dec 29 (Interfax-Ukraine) – A total of 290 notaries were trained to work with transactions for the purchase and sale of housing using housing certificates, the press service of the Ministry of Communities, Territories and Infrastructure Development (Ministry of Reconstruction) has reported.

According to the report, only those notaries who are connected to the electronic account in the Register of Damaged and Destroyed Property have the right to conduct transactions with housing certificates.

As reported, Diia has started exchanging certificates for housing under the eRecovery compensation program. To date, about 8,000 applications have been submitted for compensation for destroyed housing, and 1,749 have been issued.

On May 10, 2023, the eRecovery program was launched in Ukraine, under which owners of damaged housing began to receive compensation of up to UAH 200,000 for repairs. These funds can be used to purchase building materials, pay for construction work and services of contractors who have the appropriate codes for the work and their sellers have applied for participation in the program through the Diia portal. In December, payments began for major repairs of damaged residential real estate – a maximum of UAH 350,000 for an apartment and UAH 500,000 for a private house. From January 1, 2024, Ukrainians who repaired it at their own expense will begin to receive compensation for damaged housing.

On August 1, Diia began accepting applications for compensation for housing destroyed due to the war. Compensation will be paid to individual owners of housing that was destroyed due to hostilities after February 24, 2022, cannot be restored, and is located in unoccupied territory and not in a zone of active hostilities. The average price of compensation for destroyed housing in Ukraine as a whole is UAH 2 million.
