Ministry of Regional Development updates indicators of indirect cost of housing construction

KYIV. Nov 23 (Interfax-Ukraine) – The Ministry of Communities and Territories Development of Ukraine for the first time since the beginning of the war has updated indicators of the indirect cost of housing construction by region, the ministry’s press service reported, citing Deputy Minister Natalia Kozlovska.

The relevant order was signed by the Ministry of Regional Development on November 17, 2022.

Earlier, from February 24, 2022, due to Russian military aggression, state statistical bodies suspended the publication of statistical information necessary for calculating the indirect cost of construction.

Taking into account the importance and the need to address this issue, according to Kozlovska, the Ministry of Regional Development initiated a change in the procedure for determining and applying indicators of the indirect cost of housing construction in the regions of Ukraine, which made it possible to restore this process.

"During martial law, to calculate the indicators of the indirect cost of construction, indicators calculated as of January 1, 2022, adjusted for the consumer price index provided by the State Statistics Service, are used," the deputy minister explained.

The updated figures are calculated as of October 1, 2022 and published on the website of the Ministry.

Indicators of the indirect cost of housing construction by regions are used in determining the volume of public investment directed to construction of housing for citizens in need of improved housing conditions and state support in accordance with the legislative acts of Ukraine, determining the amount of equity participation of public investment in construction of such housing, as well as the amount of preferential loans provided to certain categories of citizens to solve housing issues.
