KYIV. Nov 1 (Interfax-Ukraine) – Starting from December this year, the state agency State Logistics Operator will be in charge of the Defense Ministry’s purchasing of products for Ukrainian military personnel, Deputy Minister of Defense of Ukraine Dmytro Klimenkov has said.
“Today, November 1, the Ministry of Defense of Ukraine is announcing tenders for the purchase of food for the Armed Forces of Ukraine. We have introduced some changes in the rules of these tenders, which I now want to emphasize. The purpose of these changes is to ensure that there are no interruptions in the supply of food and, most importantly, the main thing is to make corruption impossible. Starting from December this year, all procurements of the Ministry of Defense of Ukraine will be handled by the State Logistics Operator agency. This is our new tool in procurement, which will completely take over all functionality,” Klimenkov said at a briefing on Wednesday.
According to the deputy minister, agency employees will analyze the market, prices, communicate with suppliers directly, evaluate them and analyze their work.
“They are already studying the market and preparing. The procurement agency, as I already noted, will start working on December 1. Today, de facto, they are already forming a team,” Klimenkov noted.
The Ministry of Defense also added that they expect the Cabinet of Ministers to adopt two resolutions in the near future, after which “the logistics procurement agency will de jure be 100% operational.”
In addition, Klimenkov said that this time the Ministry of Defense is announcing tenders for food not for six months, but for three months, that is, from January to March inclusive.
“And our goal is to radically change the approach, the process in rear procurement. That is, these will be completely different purchases with a different logic,” the deputy minister emphasized.
