Rada intends to postpone transfer to e-doc turnover in Ukraine until end of war

KYIV. Dec 2 (Interfax-Ukraine) – The Verkhovna Rada plans to postpone its final transition to electronic document management until the end of martial law in Ukraine, Yaroslav Zhelezniak, a member of the Holos faction, said.

The adoption of relevant bill No. 8241 as a basis was supported by 230 MPs at a plenary session on Thursday, Zhelezniak wrote on Telegram.

The document provides that until the first day of the regular session of the Verkhovna Rada of the ninth convocation, which will begin after the termination or cancellation of martial law imposed by decree of the president of Ukraine, documents in the parliament will be created in paper or electronic form. The Verkhovna Rada adopted the law on the full transition to electronic document management back in 2019, but so far it is operating in parliament partially due to the unavailability of the system.

In addition, the bill proposes to establish that, by decision of the Verkhovna Rada, adopted by a majority of MPs (226 votes) from the constitutional composition, laws adopted under martial law can be immediately signed by the head of the Verkhovna Rada and sent to the president.
