Rada passes bill on reforming sphere of urban planning

KYIV. Dec 13 (Interfax-Ukraine) – The Verkhovna Rada of Ukraine has at the final reading adopted bill No. 5655 on reforming the sphere of urban planning, which, in particular, provides for the introduction of authorized persons of urban control and insurance of their liability.

The bill received 228 votes in favor at a session on Tuesday, MP Yaroslav Zhelezniak (Holos parliamentary faction) said on his Telegram channel.

According to an explanatory note to the bill, it provides for the improvement of issues on the development of project documentation for construction and its examination, the introduction of state registration of the right to perform construction work using the register of construction activities by state registrars, notaries. In addition, the receipt of permits for obtaining such a right is cancelled.

The document introduces the concept of authorized persons of urban control, which are subject to registration and insurance. The construction customer will be able to independently choose the city control body. It also provides for the creation of the Town Planning Chamber as a consultative and advisory body under the relevant ministry.

Local self-government bodies will have the functions of supervising unauthorized construction.
