By KYIV. Sept 22 (Interfax-Ukraine) – The state budget for the year after the resumption of small-scale privatization of state property received thanks to it UAH 3.974 billion, including UAH 3.6 billion for objects sold at online auctions in the state electronic trading system ProZorro.Sale.
According to the system’s press release, another UAH 74 million came from guarantee fees from participants who refused to enter into transactions based on the results of the auction, and about UAH 300 million came from VAT.
It is indicated that since the first auction after the pause, 405 state objects of small privatization have found new owners, and the largest sales were Hermitage Hotel – UAH 311 million, Ukroboronresursy – UAH 211 million, Rivnetorf – UAH 205 million, Ust-Dunaisk Port – UAH 201 million, Lviv Jewelry Factory – UAH 185 million, and Marylivsky Distillery – UAH 150 million.
ProZorro.Sale clarified that the privatization of another 27 objects based on the results of online auctions at the stage of concluding contracts. Because of the conclusion of these agreements, another UAH 200 million is expected to flow into the state budget.
As the system notes, the majority of successful privatization auctions (83%) occur with a step-by-step increase in price, that is, like English auctions, and based on the results of the auction, the starting price of objects on average triples.
According to ProZorro.Sale, at its auctions, three out of five state assets are sold the first time, and the remaining assets are sold at repeated auctions, the holding of which is provided for by the law.
