KYIV. Nov 2 (Interfax-Ukraine) – The deficit of the state budget of Ukraine in October increased sharply, to UAH 143.4 billion, including the general fund – to UAH 147.1 billion compared to UAH 74.9 billion and UAH 76.6 billion, respectively, in September and about UAH 5 billion in July and August, the Ministry of Finance reported on its website.
According to the ministry, in general, in January-October 2022, the state budget of Ukraine had a deficit of UAH 638.7 billion, including the general fund – UAH 643.4 billion, with the planned deficit of the general fund for this period of UAH 1.122 trillion.
The deficit in October turned out to be closer to the figures of June and May – UAH 134.9 billion and UAH 113.4 billion, respectively, which is associated with a decrease in grant funding, which came mainly from the United States, which is taken into account as state budget receipts.
Without it, the receipts of the general fund of the state budget in October fell to UAH 72.8 billion from UAH 156.1 billion in September, UAH 204.6 billion in August and UAH 169.6 billion in July, while cash expenses amounted to UAH 222.5 billion compared to UAH 233.1 billion in September, UAH 212.1 billion in August and UAH 174.5 billion in July.
The Ministry of Finance said that the value-added tax (VAT) on goods produced in Ukraine in October brought only UAH 14.2 billion compared to UAH 22 billion in September, but VAT refunds rose to a record UAH 10.9 billion since the beginning of the war compared to from UAH 1.6 billion in September.
Import VAT, the benefits for which were canceled from the beginning of July, added another UAH 26 billion to the budget (in September it was UAH 26.3 billion), personal income tax and military tax gave UAH 12.8 billion (UAH 12.9 billion) ; excise tax brought UAH 7.4 billion (UAH 9.2 billion).
In addition, the corporate income tax brought in UAH 3.2 billion (UAH 1.4 billion) last month; subsoil use royalty – UAH 4.4 billion (UAH 7 billion); import and export duties – UAH 2.6 billion (UAH 2.4 billion).
According to the Ministry of Finance, actual state borrowings to the general fund of the state budget for January-October 2022 amounted to UAH 932.4 billion, or 89.7% of those planned for this period, including UAH 183.4 billion in October.
Some UAH 522.9 billion was attracted from the placement of government bonds to finance the state budget in January-October, including UAH 65.2 billion in foreign currency ($1.554 billion and EUR 473.0 million), including UAH 47.3 billion in October, of which UAH 15.5 billion is in foreign currency ($423 million).
Of this amount of government bonds, the National Bank of Ukraine ensured the purchase of bonds for UAH 340.0 billion, including UAH 25 billion in October, while in previous months it bought them for UAH 30 billion, and the total ceiling for the year is UAH 400 billion.
Some UAH 409.4 billion was attracted from external sources in January-October, including UAH 135.9 billion in October.
At the same time, payments to repay the public debt in January-September 2022 amounted to UAH 342.8 billion (95.6% of the plan), service payments reached UAH 113.2 billion (79.8% of the plan), including UAH 38.2 billion and UAH 7.1 billion in October, respectively.
