KYIV. Jan 19 (Interfax-Ukraine) – During 2023, UAH 38 billion out of the UAH 61.7 billion of the Fund for the Elimination of Armed Aggression were used, the Ministry of Finance said in a response to a request from Interfax-Ukraine.
“According to operational data, the total volume of cash expenditures of the state budget for the programs for which funds from the fund were allocated in 2023 amounted to 38 billion UAH. According to the Treasury, the balance of the fund for eliminating the consequences of armed aggression as of January 1, 2024 is 23. 7 billion UAH,” First Deputy Minister of Finance Denys Uliutin said.
As reported, by government resolutions, during 2023, UAH 58.2 billion out of a total of UAH 61.7 billion were allocated to the Fund for Elimination of the Consequences of Armed Aggression. In particular, UAH 9.3 billion was allocated to the Ministry of Reconstruction for the implementation of 336 regional projects, the Restoration Agency UAH 18.9 billion to protect energy infrastructure facilities, another UAH 8.5 billion to eliminate the consequences of the explosion of the Kakhovka hydroelectric power plant’s dam for the construction of main water pipelines, as well as UAH 3.6 billion for 47 regional projects. UAH 8.4 billion was allocated for compensation under the eRecovery program, more than UAH 5 billion was allocated for the restoration of 165 high-rise buildings, and UAH 3.35 billion for the restoration of a number of affected populated areas within the framework of a pilot project.
The budget program “the Fund for Elimination of the Consequences of Armed Aggression” is provided for by the law On the State Budget of Ukraine for 2024 as part of the special fund of the state budget for the Ministry of Communities, Territories and Infrastructure Development. The source of its replenishment is determined to be funds received in connection with the implementation of the law “On the basic principles of forced seizure of facilities with property rights of the Russian Federation and its residents in Ukraine” and the law “On sanctions” (clause 8 of Article 11), as well as the balance of funds, the source the replenishment of which were funds received into the Liquidation Fund in 2022-2023 (Clause 5 of Article 12).
