Ukraine should ask EU for quota for transshipment of its grain to reorient exports from ports to land routes

KYIV. Dec 12 (Interfax-Ukraine) – Before the war, Ukraine exported 120-140 million tonnes of cargo through its seaports, but after the start of the Russian full-scale aggression, these logistics routes were under threat, therefore, in order to successfully reorient logistics through land border crossings, the country must ask the EU for grain transshipment quotas.

This opinion was expressed by Valeriy Tkachev, the deputy director of the department of commercial work of JSC Ukrzaliznytsia, at the conference "Doing Agribusiness in Ukraine", organized by the Ukrainian Agribusiness Club association.

"I suggest that farmers and the relevant ministry consider the following strategic measures: first, ask our Western partners for clear quotas for the transshipment of Ukrainian grain. Secondly, having these quotas, we will agree with European railway workers on how to deliver these volumes to ports and only then decide through which border crossings to transport them," he said during a panel discussion.

According to him, Ukrzaliznytsia has a clear increase in the volume of cargo transfer on the western border, there is a program for building wagons and locomotives, the company increased the monthly export of agricultural products after the start of the Russian military invasion from 220,000 tonnes to a million tonnes. In addition, within three to four years, Ukrzaliznytsia plans to increase the number of existing border crossings from 13 to 19, of which three will be built on the border with Poland, two with Romania, and one with Moldova.

However, the transport system of Europe is not capable of handling annually 120-140 million tonnes, which were previously exported through the seaports of Ukraine.
