Ukraine's payments on public debt in 2023 to reach almost UAH 660 bln – Ministry of Finance

KYIV. Jan 9 (Interfax-Ukraine) – Payments on the state debt of Ukraine in 2023 under the agreements in force at the beginning of the year will amount to UAH 658.4 billion, or $18 billion at the current exchange rate, but on the external debt – only UAH 122.4 billion, or $3.3 billion, the Ministry of Finance has said on its website.

According to it, UAH 28.2 billion out of the total amount of payments on external debt falls on servicing and UAH 94.2 billion on its repayment.

The Ministry of Finance said that after the agreements reached last summer with eurobond holders and the Paris Club on deferring payments to pay off commercial debt, this year it is necessary to pay UAH 14.9 billion, UAH 3.1 billion for servicing, and official loans – UAH 4.2 billion and UAH 2 billion, respectively. All other payments are to the IMF and other international financial institutions.

As for domestic debt, it’s about government domestic loan bonds. In payments on them, the share of interest payments is higher – UAH 203.2 billion, while UAH 332.8 billion will need to be allocated for repayment.

According to the Ministry of Finance, the peaks of payments in general for the public debt are in March – UAH 72.8 billion, May and June – UAH 102.6 billion and UAH 89.9 billion, and November – UAH 84.1 billion.

If only external debt is taken, then it is most necessary to pay off in September – UAH 32.02 billion, while in December – UAH 18.8 billion, in March – UAH 14 billion, and in other months – UAH 10 billion or less.

This January, payments on public debt, as indicated by the Ministry of Finance, will amount to UAH 16 billion, including UAH 2.8 billion on external debt, in February – UAH 46 billion and UAH 10 billion, respectively.

As reported, in the Program Monitoring with Board Involvement (PMB) of the IMF, Ukraine set the task of achieving a 100% rollover on government bonds, both in hryvnias and in foreign currencies. As for foreign assistance, it is planned to attract $38 billion to cover the state budget deficit.

The Ministry of Finance also said that under the current agreements, payments on public debt for 2024 are estimated at UAH 649.9 billion, or $17.8 billion, including $10 billion on external debt, of which more than half – in the third quarter, when the effect of deferment on eurobonds terminates.

According to the ministry, in 2025, payments on public debt will increase to UAH 508.2 billion (of which external payments are UAH 306.4 billion), after which they will decrease: in 2026 – to UAH 467.5 billion (UAH 310.7 billion), in 2027 – to UAH 424.9 billion (UAH 232.1 billion) and in 2028 – to UAH 383.7 billion (UAH 237.6 billion).

As reported, the total public debt of Ukraine in January-November 2022 increased in U.S. dollars 9.7%, or by $9.51 billion, to $97.69 billion, while in hryvnia equivalent due to devaluation it jumped by 47.1%, or by UAH 1.258 trillion – to UAH 3.930 trillion.

The total external public debt of Ukraine in January-November 2022 rose by 21.2%, or by $12.1 billion, to $69.3 billion, while the total domestic debt grew by 25.5%, or by UAH 283.7 billion, to UAH 1.395 trillion.
