VAT refund in Ukraine drops by 47% while tax itself falls by 5.4% in 2022

KYIV. Jan 3 (Interfax-Ukraine) – The volume of value added tax (VAT) refunds in 2022 amounted to UAH 84.6 billion, the Ministry of Finance of Ukraine reported on Tuesday, which, taking into account the data on the implementation of the state budget 2021 on the website of the National Bank, means a reduction in reimbursement by 47%, or UAH 75.1 billion.

According to the Ministry of Finance, VAT receipts from goods produced in Ukraine last year amounted to UAH 298.5 billion, which is only 5.4% or UAH 17 billion less than the previous year.

As a result, taking into account the reimbursement, domestic VAT brought UAH 213.9 billion to the 2022 state budget, which is 37.3% or UAH 58.1 billion more than the 2021 state budget.

As reported, VAT refunds were almost completely discontinued following Russia’s full-scale invasion of Ukraine on February 24, 2022. If in January it amounted to UAH 18.5 billion, in February to UAH 12.1 billion, then in March it was UAH 0.8 billion, and in April and May it was completely absent and resumed only in June, when UAH 9.5 billion was paid.

In July, the reimbursement stopped again, but then in August the amount of payments reached UAH 9.4 billion, in September – UAH 1.6 billion, in October – UAH 10.9 billion, and in November – a record UAH 13.6 billion, after which in December it decreased to UAH 8.2 billion.

At the same time, businesses have recently increased the number of complaints about blocking VAT refunds.
