Govt submits to European Commission draft plan for Ukraine Facility program – Shmyhal

KYIV. Nov 3 (Interfax-Ukraine) – The Cabinet of Ministers of Ukraine is submitting a preliminary draft plan for the Ukraine Facility program to the European Commission, Prime Minister Denys Shmyhal said.

“Today we are taking another important step on the path to Europe. The government is submitting a preliminary draft plan for the Ukraine Facility program to the European Commission,” Shmyhal said at a government meeting on Friday.

According to him, the Ukraine Facility is an assistance program for Ukraine in the amount of EUR 50 billion over the next four years with an emphasis on budgetary support, and in order to receive these funds, Ukraine will carry out a number of reforms and transformation projects.

The Prime Minister noted that the transferred operating time consists of four main blocks. The first is macroeconomic scenarios, including the development of quality recovery institutions; the second is basic reforms, such as public administration reform, measures to manage public finances, the fight against corruption, and reform of the justice system; the third is economic reforms, in particular, improving the business climate, management of state assets, development of human capital, and regional policy; the fourth is key sectors of the economy: energy, agriculture, logistics, IT, critical materials, and processing industry.

In addition, the plan will also contain three cross-cutting areas: European integration, digital transformation and Green Deal.

“Two important points. First: the Ukraine Facility plan is not a general strategy for the economic development of the state, but a list of conditions for receiving assistance from the EU. And second, today’s developments are not the final version of the document. This is a preliminary plan for starting consultations with our European colleagues,” Shmyhal said.
