CHISINAU. Nov 10 (Interfax) – Moldovan Constitutional Court President Nicolae Rosca, who was elected to the post in April 2023, has announced his resignation.
“On November 9, Justice Nicolae Rosca resigned as Constitutional Court president. The election of a new Constitutional Court president will be held tomorrow, on November 10,” the court said in a statement on its website on Thursday.
Rosca remains a Constitutional Court member.
Moldovan law stipulates that a Constitutional Court president is elected by secret ballot by a majority of court members. If no candidate garners the majority of votes in the first round, the court members vote again, and a justice who garners more votes than any other is elected president. If candidates garner an equal number of votes in the second round, a president is elected by drawing lots.
The Constitutional Court comprises six justices, two of whom are appointed by the parliament, another two by the government, and yet another two by the Superior Council of Magistrates.
Rosca was appointed Constitutional Court justice in 2019, when the current composition of the court was formed. Vladimir Turcan was elected the Constitutional Court’s president at the time. A year later, he was removed from office by a majority of the court members’ votes. Domnica Manole was elected to the post and served in this capacity for over three years. Rosca was elected Constitutional Court president in April 2023.
