KYIV. Nov 28 (Interfax-Ukraine) – From December 1, a digital mechanism for registering the import of humanitarian aid into Ukraine will be put into effect, the Cabinet of Ministers has reported.
“From December 1, an electronic system for registering humanitarian aid will be put into effect, which makes the procedure for importing and accounting for humanitarian aid more convenient and transparent. The previous method of importing humanitarian aid using paper declarations will work in parallel until April 1, 2024. The form and content of the declaration do not change – they remain the same in both mechanisms,” the Cabinet of Ministers said on its Telegram channel last week.
The electronic system will create a transparent record of humanitarian aid, facilitate the procedure for its import and distribution, and will also eliminate the possibility of abuse during the import and use of humanitarian aid.
Letters of guarantee from the military, as well as requests for supplies and all other certificates, are abolished. The report is also simplified – now, the report can be generated in a digital system based on declarations, and most of the data will be pulled up automatically.
To use the new digital method for registering the delivery of humanitarian aid, one shall register or log into the Automated Humanitarian Aid Registration System; fill out a declaration with a list of goods. The system will provide a unique code that shall be reported during customs clearance. Afterward, one can distribute the aid and report on the targeted use online.
Until April 1, 2024, one can also use the paper method: fill out a paper declaration according to the rules in force since March 1, 2022.
