Parliament authorizes NACP to check property of officials bought before civil service

KYIV. Dec 8 (Interfax-Ukraine) – The Verkhovna Rada has authorized the National Agency on Corruption Prevention (NACP) to inspect the property and vehicles of officials acquired before their appointment to the civil service.

The adoption of bill No. 10262 “On amendments to the law “On the Prevention of Corruption” regarding bringing certain provisions into line with the conclusions of the European Commission on Ukraine” at the second reading was supported by 308 MPs at a plenary session on Friday, a member of the Holos parliamentary faction Yaroslav Zhelezniak said.

“The European Commission in a report [dated November 8, 2023] drew attention to the need to abolish restrictions on the NACP powers regarding the continuation of the verification of assets that have already passed the verification process, and the verification of property acquired by declarants before appointment to a civil service position, without prejudice for the rules applicable to national security during a state of war. This is one of the important conditions for further European integration,” the parliamentarian wrote on his Telegram channel.

The bill proposes to exclude from this law the rule that previously prohibited inspections of real estate and vehicles bought before appointment to a position.

At the same time, changes are also envisaged in the verification of electronic declarations: previously, the NACP did not verify already published information without identifying violations. The new version of the law will allow verification in connection with the emergence of new information or new sources of information that were not known during the preliminary verification.
