KYIV. Oct 31 (Interfax-Ukraine) – Enemy shelling of civilian infrastructure, in particular, energy facilities of Ukraine, is a war crime, the investigation is also working to include these attacks in the evidence base of the genocide of the Ukrainian people, Prosecutor General Andriy Kostin said.
"Of course, the shelling of civilian infrastructure is a war crime, because there is no military need for such attacks. The shelling of a thermal power plant, for example, in Khmelnytsky region, does not have a direct impact on events, for example, in Kherson direction of the front," the Prosecutor General said in an exclusive interview with Interfax-Ukraine.
He stressed: "The Russian leadership, unable to defeat Ukraine on the battlefield, resorted to terrorizing civilians. Therefore, we qualify these attacks as war crimes. By the way, we are now working to include these attacks in the evidence base of the genocide of the Ukrainian people, because Russia obviously wants to leave us without electricity and heating — this is the creation of conditions unsuitable for life."
According to Kostin, deprivation of the most necessary is an action similar to how Ukrainians were deprived of food during the Holodomor of 1932-1933.
Kostin said that the prosecutor’s office has opened a number of criminal proceedings on all episodes of shelling of civilian objects. "In less than October, there were more attacks on Ukraine’s energy infrastructure than in the previous eight months," the Prosecutor General said.
