KYIV. Nov 1 (Interfax-Ukraine) – Expenditures of the state budget of Ukraine for 2023, when it was revised for second reading, were increased by UAH 66.8 billion – up to UAH 2.6 trillion, while revenues – by more than UAH 50 billion, up to UAH 1.3 trillion, the Ministry of Finance reported.
"In particular, the amount of expenditures for the payment of pensions increased (by UAH 38.9 billion, to UAH 271.9 billion), the fund for liquidation of the consequences of the armed aggression (by UAH 16.1 billion, to UAH 35.5 billion), and also on scientific and technical activity, concessional loans for internally displaced persons and development of entrepreneurship," the department’s press release says.
The Ministry of Finance noted that the total resources for national security and defense remained unchanged – UAH 1.141 trillion, or 18.2% of GDP.
"The projected deficit of the state budget in 2023 is more than 20% of GDP. The Ministry of Finance continues to work on attracting international aid from the EU, the United States, the IMF and our other reliable partners to cover the deficit," Minister of Finance Serhiy Marchenko said.
Deputy Head of the Parliamentary Committee on Finance, Taxation and Customs Policy Yaroslav Zhelezniak clarified the revenues in the draft state budget 2023 revised by the government for the second reading amount to UAH 1.329 trillion, expenses – UAH 2.581 trillion, the ceiling of the deficit – UAH 1.297 trillion, or 20.6% of GDP, the ceiling of public debt is UAH 6.423 trillion.
The subsistence minimum is UAH 2,589, the minimum wage is UAH 6,700.
As reported, the government approved the draft state budget for 2023 for the second reading at a meeting on October 31. Its text is not yet available on the website of the Verkhovna Rada.
It is expected that the law will be adopted in the first half of November.
