Kyiv needs self-limitation of electricity supplies to residential buildings connected to critical infrastructure facilities – DTEK

KYIV. Dec 2 (Interfax-Ukraine) – In Kyiv, there are approximately 750 residential buildings powered by the same grids as critical infrastructure facilities, which does not allow them to be automatically disconnected from energy consumption if necessary, so options are being worked out to establish a self-restraint system by housing offices or condominiums, Executive Director of DTEK Dmytro Sakharuk said.

"In Kyiv, we have identified 1,497 homes connected to grids that power critical infrastructure. Approximately 750 homes can technically be reconnected to other sources that can be turned off without touching critical facilities. Another 747 houses cannot be reconnected, except to do it manually, but it is impossible to cut off 747 houses in one disconnection, and there are four of them during the day, we will not physically reach it. Here, together with local administrations, we are working to ensure that self-restriction works, so that housing offices or condominiums come and turn them off on their own at the time when necessary," Sakharuk said on the air of the National Telethon United News on Friday.

At the same time, he noted that this is more difficult to do in terms of discipline, but this is the only way to ensure the necessary volumes of reduction in electricity supplies and achieve social justice.

In addition, Sakharuk indicated that the issue of the expediency of providing critical infrastructure facilities with electricity at certain hours of the day is being considered.

"Perhaps not all critical infrastructure facilities should work until 9 pm, maybe they can be turned off after 6 pm, when the working day ends. We are also working on this with local authorities to ensure social justice," the DTEK’s executive director explained.

According to him, local authorities go forward in these matters, because "it is in the interests of all – citizens, companies, and local authorities."

At the same time, Sakharuk said that the main condition for the transition to planned outages, and now both planned and emergency ones are applied, is to increase the capacity in the power system.

"We need to add power to the system. To do this, we need to launch a number of units that were stopped or damaged after the attacks last Tuesday. Some units went into operation, some not yet," he explained.

At the same time, Sakharuk noted that consumption had already increased by about 10% with a decrease in temperature.

"Every minus 5 degrees is a plus of 100 MW in a city like Kyiv. The temperature is going down and consumption is growing, therefore, more capacity volumes are needed than 10 days ago," the DTEK’s top manager described the situation.

At the same time, he stressed that the main condition for stabilizing power supply is the absence of new damage in the power system.
