EU financial assistance to Ukraine worth EUR 18 bln in 2023 allocated under terms of structural policy – Finance Ministry

KYIV. Dec 12 (Interfax-Ukraine) – In order for Ukraine to receive EUR 18 billion of EU aid in 2023, it is necessary to sign a corresponding memorandum of understanding and a loan agreement defining the conditions of structural policy, the implementation of which during the year will be the basis for receiving funds, the Ministry of Finance of Ukraine said.

The documents will also contain legal and technical aspects of providing Ukraine with this preferential credit resource, the ministry notes.

"It is expected that the concessional borrowed funds will flow to the state budget of Ukraine during 2023 in uniform installments, taking into account the fulfillment by Ukraine of the conditions agreed by the parties," the message says.

It is planned that Ukraine will receive the first tranche in January 2023.

As reported, the monthly need for financing the state budget deficit this year, according to the Ministry of Finance and the government, is about $5 billion. Next year, the government plans to reduce the state budget deficit to $3-4 billion per month (a total of $38 billion per year), counting on its financing by the United States, the IMF and the EU, as well as to attract $17 billion for emergency recovery.

According to the Ministry of Finance, the amount of financing actually allocated to Ukraine by international partners to cover the state budget deficit on December 7 amounted to $27.26 billion, another $1 billion was allocated for reconstruction – a total of 75% of their declared assistance totaling $37.79 billion.

The Ministry of Finance clarifies that the total amount of macro-financial assistance received by Ukraine from the EU, starting from February 24, amounted to EUR 6.7 billion. Another $626 million was allocated in the form of grants.
