Zelensky approves NSDC decision to conduct inspection of public security and civil protection

KYIV. Dec 26 (Interfax-Ukraine) – President of Ukraine Volodymyr Zelensky has signed a decree enacting the decision of the National Security and Defense Council of Ukraine (NSDC) dated December 23 "On conducting an inspection of public security and civil protection."

The decision was made to fulfill the tasks of obtaining Ukraine’s membership in the European Union in practice, taking a set of urgent measures aimed at overcoming the consequences of the full-scale armed invasion of the Russian Federation, assessing the state of forces and means of the National Guard of Ukraine, the State Border Guard Service of Ukraine, and the National Police of Ukraine, the State Migration Service of Ukraine, the State Emergency Service of Ukraine and determining measures to achieve the necessary abilities for them to perform assigned tasks in the current and forecast conditions, as well as to ensure readiness to protect the external borders of the EU within the state border of Ukraine after the acquisition of full membership.

The document provides for a review of public safety and civil protection by the Ministry of Internal Affairs of Ukraine with the introduction of necessary changes to Government Resolution No. 507 dated May 22, 2019 on approval of the procedure for conducting an inspection of public safety and civil protection by the Ministry of Internal Affairs in terms of organization, control and conducting such an inspection under martial law, as well as preliminary consideration of its results.

Based on the results of the inspection, it is planned to develop a Public Security and Civil Protection Strategy of Ukraine and submit it to the NSDC for approval and further approval by a decree of the President of Ukraine.

It also provides for a revision of the Integrated Border Management Strategy for the period up to 2025, approved by the Cabinet of Ministers on July 24, 2019, and an action plan for its implementation, taking into account granting Ukraine the EU candidate status.

After the approval of the Strategy for Public Security and Civil Protection of Ukraine, the Ministry of Internal Affairs was instructed to develop sectoral strategies and government targeted programs in the areas of public security, protection and protection of the state border of Ukraine, civil protection and migration policy, as well as operational plans and plans for the use of forces and means in crisis situations.

The National Institute for Strategic Studies was instructed to carry out scientific and methodological support for the inspection of public security and civil protection, as well as the preparation of draft planning documents in areas that fall within the competence of the Ministry of Internal Affairs of Ukraine.

The decree enters into force on the day of promulgation.
