Former Dpty Secretary of NSDC Sivkovych to be tried in absentia for organization of 'student Maidan' dispersal – SBI

KYIV. Dec 26 (Interfax-Ukraine) – The State Bureau of Investigations (SBI) has completed its investigation and sent to court the case against former Deputy Secretary of the National Security and Defense Council of Ukraine (NSDC) Volodymyr Sivkovych, under which he is accused of organizing the dispersal of the "student Maidan" in November 2013.

"The SBI established that a former employee of the KGB of the USSR, on the instructions of his curators, went to work in the state authorities of Ukraine. Over time, Volodymyr Sivkovych became Deputy Secretary of the NSDC and received the military rank of Major General of the Reserve on the Independence Day of Ukraine in 2013. Three months later, with his direct participation, the beating of the participants of one of the first youth rallies in favor of the European integration course of our state was organized," it said on the Telegram channel on Monday.

According to the SBI, by instruction of then President of Ukraine Viktor Yanukovych and NSDC Secretary, on the night of November 29-30, 2013, Sivkovych ordered the chief of Kyiv police to forcibly disperse a peaceful rally, also knowns as the "student Maidan" in the center of Kyiv.

"During an urgent night meeting in the office of the chief of the Main Police Directorate of the capital, under the leadership of the deputy secretary of the NSDC, a deliberately criminal order was issued. In particular, it provided for the involvement of the Berkut riot police to use force against the protesters. The ‘cleaning’ of the Maidan from the patriotic youth took place under the pretext of ensuring the alleged installation of a New Year tree," the SBi said.

The actions of the accused Sivkovych are qualified under Part 3 of Article 27, Article 340, Part 3 of Article 27, Part 2 of Article 365 of the Criminal Code of Ukraine.

At the request of the investigator of the SBI, agreed by the prosecutor, and the decisions of the investigating judge, a measure of restraint in the form of detention was selected for him in absentia. Sivkovych is in the territory of the Russian Federation, therefore, permission was given to conduct a special pre-trial investigation against him.
