SBU notifies Russian general, admiral of suspicion for shelling civilian infrastructure of Ukraine

KYIV. Jan 3 (Interfax-Ukraine) – Investigators of the Security Service of Ukraine (SBU) have collected a substantial evidence base on two Russian supreme commanders, who are responsible for shelling the civilian infrastructure of Ukraine.

"One of them is the commander of long-range aviation of the Russian Aerospace Forces, Colonel General Sergei Kobylash. The second one is the former commander of the Russian Black Sea Navy, Admiral Igor Osipov," the SBU said on the Telegram channel on Tuesday.

Both supreme commanders have been notified of suspicion under Part 2 of Article 437 (planning, preparation, starting and waging war of aggression) and Part 3 of Article 110 (infringement of territorial integrity and inviolability of Ukraine) of the Criminal Code of Ukraine.

It was established during the investigation that Kobylash has been carrying out the orders of Russia’s top military and political leadership to destroy Ukrainian cities the since the beginning of the full-scale invasion.

"It was on his order that the invaders launched massive missile strikes against houses, hospitals and critical infrastructure facilities in various regions of Ukraine. For air attacks, the enemy uses strategic missile carriers Tu-160, Tu-95MS, as well as long-range missile-bombers Tu-22M3 armed with Kh-555, Kh-101, Kh-55, and Kh-22 cruise missiles," the SBU said.

From February 24 until August 10, 2022, Osipov issued orders to launch systemic missile attacks from the Black Sea waters on Ukrainian populated areas. The enemy attacks were made with guided cruise missiles ZM14-Kalibr from Russian warships.

"These are the first suspicions announced by Ukraine exactly for shelling the civilian facilities," the SBU said.

The maximum sanction on these articles provides for life imprisonment.
