KYIV. Dec 13 (Interfax-Ukraine) – The Cabinet of Ministers of Ukraine introduced a bill on virtuous lobbying to the Verkhovna Rada.
Corresponding bill No. 10337 was registered in parliament on December 13.
The purpose of this document is to provide the legal framework for lobbying in Ukraine in accordance with international practices and standards, legal regulation of the interaction of officials of public authorities, local governments with interested parties and lobbying subjects, the establishment of transparent mechanisms to ensure their activities and officials.
By adopting the bill, the government proposes to define terminology in lobbying, the rights and obligations of lobbying subjects, methods of influence, the creation of a Transparency Register, the holder and administrator of which is the National Agency on Corruption Prevention, the procedure for registration in this Register and exclusion from it, access to the Register (open and free), reporting of the lobbying entity included in the Register, as well as mechanisms for monitoring the activities of lobbying entities by monitoring compliance with legislation on lobbying issues.
The bill aims to implement the recommendations of the European Commission contained in the Enlargement Package and is part of the government’s anti-oligarchic action plan.
“Taking into account the European integration aspirations of Ukraine and the indicated recommendations of GRECO, legislative regulation of the activities of entities influencing (lobbying) the adoption of regulations by parliament, executive authorities and local governments must be introduced in the near future,” the explanatory note states.
