Coordination HQ for POWs sends open letter to ICRC due to Russia’s inaction in matter of start of operation of mixed medical commission

KYIV. Nov 14 (Interfax-Ukraine) – Secretary of the Coordination Headquarters for the Treatment of Prisoners of War, Brigadier General Dmytro Usov, initiated an appeal to the International Committee of the Red Cross (ICRC) in connection with the violation by the Russian Federation of “all reasonable” deadlines for approving candidates of doctors from neutral countries to participate in the mixed medical commission.

According to the press service of the Coordination Headquarters, in August 2023, Ukraine decided to create mixed medical commissions, and already in August and September 2023, all domestic procedures for the start of the work of mixed medical commissions were completed.

“All the approvals necessary to start work were provided to the mission of the International Committee of the Red Cross. But as of mid-November, the ICRC has not received an agreement on the possibility of the Commission from the aggressor country,” the report says.

Secretary of the Staff Usov stressed that by such deliberate inaction, the aggressor country once again grossly violates its obligations under the Third Geneva Convention.

“Ukraine insists that the ICRC and other international organizations take exhaustive measures to force the Russian Federation to fulfill its obligations,” the Headquarters urged.

In August, representative of the Main Intelligence Agency of the Ministry of Defense of Ukraine, Andriy Yusov, said that Ukraine was announcing the creation of mixed medical commissions for the exchange of prisoners. According to the Geneva Conventions, three doctors are involved in the commission: one doctor from the country that is holding prisoners of war, and two doctors from neutral countries.
